Council Meeting (Budget Meeting)

That Council confirm the agenda, as amended.

1) That Council reduce the Council 2022 Draft Budget – Transfer to Reserves, on page 30 of the 2022/2023 Draft Operating & Capital Budget, from $60,000 to $30,000.

1) That Council receive Report No. WSPL-003-21 for information.

1) That Council receive Report No. FTS-026-21 for information.

1) That Council approve the fees as proposed for Water & Wastewater services, representing a 2.5% rate increase in 2022, effective April 1, 2022; and 2) That Council direct staff to report back on a capital infrastructure plan with an annual fixed fee of $100 for residents and a rate-per-volume plan for businesses in Q1 of 2022.

1) That Council approve the 2022 Operating Budget expenditures of $62,202,320 not including the water and wastewater rates budgets and the Library grant; and 2) That Council approve a grant to the Whitchurch-Stouffville Public Library including Latcham Art Centre of $2,732,260; and 3) That Council give consideration to, and approve as appropriate, the Operating Budget Considerations in Attachment 2 to Report No. FTS-024- 21; and 4) That Council approve a 2022 Capital Budget of $16,757,050, not including carryover projects already in process from 2021 or prior years; and 5) That Council give consideration to, and approve as appropriate, the Capital Budget Considerations in Attachment 3 to Report No. FTS-024-21; and 6) That Council approve the capital projects for 2022 listed in Appendix 1 of Attachment 1, Draft Operating and Capital Budget Book, as amended.

That Council read Confirmatory By-law 2021-111-MS a first, second and third time and passed.

That there being no further business, Council adjourn the meeting at 4:09 p.m.
