Whereas the Town of Whitchurch-Stouffville recognizes and accepts that Cannabis is now a legalized substance in Canada and in due course we can expect that storefront(s) selling cannabis products will be a part of the retail landscape in Ontario; and Whereas the Province of Ontario is giving municipalities until January the 22nd 2019 to opt in or opt out; and Whereas a municipality may opt out and later opt in but cannot opt out once they have opted in; and Whereas the Province of Ontario has determined that only municipalities over 50000 residents will be considered in the first lottery for 25 retail cannabis licences, (which excludes Whitchurch- Stouffville at this time). Now therefore be it resolved: 1) That the report entitled DS-001-19 dated January 15th, 2019 be received as information; and 2) That Council direct staff to advise the Hon. Victor Fedeli, Minister of Finance; the Hon. Caroline Mulroney, Minister of Francophone Affairs and Attorney General; and the Hon. Steve Clark, Minister of Municipal Affairs and Housing, that The Town of Whitchurch- Stouffville is willing to have cannabis retail locations in our community in the future; and 3) That, since the Province of Ontario has excluded the Town of Whitchurch-Stouffville from the first round of eligibility, the Town of Whitchurch-Stouffville use the opportunity of the provision of more time to examine the experiences shared by both opt-in and opt-out municipalities; and Page 2 of 4 Council Minutes January 15, 2019
