That Council refer all public and agency comments pertaining to this subject to staff for inclusion in a future report regarding the disposition of this matter. That Council direct staff to bring forward a Final Draft Community Impr o v e ment Plan (CIP) to Council once staff is satisfied that all public and agency comments have been appropriately addressed, and that supporting materials have been sufficiently advanced to inform the recommended financial and non-financial programs in the Final Draft CIP.
