1) That Council receive Report No. DS-081-22 for information; and 2) That Council states that the Town of Whitchurch-Stouffville does not support Bill 23 in its current format; and 3) That Council endorse Development Services Staff comments and concerns as outlined in Report No. DS-081-22; and 4) That Council direct Staff to submit Report No. DS-081-22 and any comments arising from the December 21, 2022 Council Meeting to the applicable Provincial Ministries; and 5) That Council direct Staff to bring forward a report on the detailed financial implications of Bill 23 along with any other proposed modifications to the Town's processes including staffing costs and potential development charge backfilling as a result of Bill 23 since receiving Royal Assent.
